The most auspicious time to tie rakhi is during Aparahna Muhurat, which falls between 1:43 PM to 4:20 PM this year. This window of 2 hours and 37 minutes is the ideal time to perform rituals and tie the thread.
In case you miss the muhurat, there is Pradosh Muhurat which is another auspicious time in the evening to tie the rakhi.
