Infrastructure Development & Investment Opportunities

The tourism department of the state has undertaken comprehensive measures to develop tourism infrastructure and attract investments in these sectors. Principal Secretary, Shri Sheo Shekhar Shukla claimed that over 1,000 hectares of land have been identified for investment-driven tourism projects such as hotels, resorts, golf courses, and wayside facilities. In addition to this, the new Tourism Policy 2025 also offers beneficial incentives for investors willing and working to develop these projects.

Ropeways to Cruises: Expanding Investment Avenues

Under the Public-Private Partnership (PPP) model, Madhya Pradesh will be offering investment opportunities across prestigious destinations such as Hanuwantiya, Mandu, Orchha, and Amarkantak. Investors in the model can explore exciting projects like tent cities, caravan tourism, ropeways, golf courses, and cruise tourism connecting the ‘Statue of Oneness’ in Omkareshwar with the ‘Statue of Unity’ in Gujarat.

New Incentives Under Tourism and Film Tourism Policies

The state’s new Tourism and Film Tourism Policies provide significant incentives to investors. A “single-window system” ensures quick and transparent approvals for film shooting. While the policy includes grants for regional films in dialects such as Malvi and Bundelkhandi it also provides special incentives for children’s cinema and women-centric films.

Additional grants will be allocated for films and independent short films based on the state’s cultural and historical legacy. The Film Tourism Policy 2025 aims to propagate the state as a premier filmmaking destination by offering monetary grants up to INR 10 crore for international films, INR 2 crore for feature films, INR 1.5 crore for web series, and INR 1 crore for TV serials. These incentives will be applicable only if 75% of the production is filmed in the state.

Promoting Regional Films & Cinema Infrastructure

The new tourism policy encourages the creation of single-screen theatres and renovations of existing ones to reduce the cinematic infrastructure gaps. Documentary films claiming national and international accolades will receive grants, and foreign filmmakers will be incentivized to showcase and promote Madhya Pradesh’s scenic beauty and heritage globally.

Tourism Policy 2025: The Route for Investment

The Madhya Pradesh Tourism Board has established an ‘Investment Promotion Cell’ in order to facilitate investment. Transparent land allocation processes will ensure easy access to land parcels, heritage properties, and wayside amenities, whereas mega projects exceeding INR 100 crore will receive preferential incentives, including land allocation at collector guideline rates for up to 90 years. Capital grants ranging from 15% to 30%, up to a maximum of INR 90 crore, will be provided. Incentives for wildlife resorts and electric cruises, along with additional grants for projects in remote areas, are also part of the policy. A special Single Window System will ensure timely approvals and startup entrepreneurs will have opportunities to participate in tenders.
